Shit.  Is there any mention of your cat in your lease?  If there is he can't 
pull any shit... it would be illegal.  There are organizations in California 
that look for the better interest of the renter... they will even represent 
you in court, or at the very least offer advise.  I cannot remember the name 
of the organization.  Maybe it is California Housing Authority?
Check it out, cover all bases, and watch your back.
