It is hard to imagine a more important social goal than breaking this cycle. As to your point about availability of birth control, I agree -- a variety of methods should be freely and confidentially available starting in Junior High. Besides the fact that it is not rare for birth control to err or for a young couple to "bite off more than they can chew." It's certainly difficult enough to impose societal restrictions on parents _after_ the kid is born (I know, I'm puzzling through the situation myself), let alone trying to legislate birth rates and parenting qualifications before the fact. However, it is interesting to note that the more world-wise the couple, the fewer children they produce while the "ignorant" (if that's a proper word here) have as many as they can. Statistically, that has _got_ to be a killer for society as we know it.
