Many PODS boards (such as mine) don't support Netmail for normal users. Also, 
many PODS boards don't route netmail and it would be awfully expensive to 
call each board directly to send them mail. The simple solution is for sysops 
to actually enforce the rules on their end and train the users correctly. My 
users can't post to Metaphysical at all without my help. Thus, no chat 
messages there.
