If it's a rule pertaining to the students, it'd be a public document...your first step should be to get a look at the *actual* wording. If it does in fact say "or criticize school district rules," that would be an OUTRAGEOUS FA violation. (Not that outrageous FA violations don't occur frequently, but you should make sure the report you heard was accurate first, and not exaggerated.) If it is accurate, I'm sure your local ACLU would be interested and able to offer you advice on how to proceed. Forbidding the discussion and criticism of school district policy seems pretty damned clear-cut to me! The "gang" def' sounds like they just copped the "CCE" two-or-more-people-in- an-organization from the Big Dawgs, but the no criticism stuff seems blatant enough to get the section stricken or re-written...first you'd need to read the language of the document itself though.
