IIIo is the minimum grade for the application to initiate. A Camp can have a membership of 1, if need be. What it requires is a purpose (or Purpose?). Geographical representation means being there as an OTO body in the area: welcoming other prospective members, representing the OTO in the community,etc. Other purposes I have seen include the publication of Thelemic material, running a BBS, supporting the study of particular area of magick or philosophy, etc. Our group here is pretty vanilla - providing resources for group work and a camaraderie to our members and guests; interacting with the rest of the Neopagan community socially, in ways that make them feel kindly towards the Order, working towards our charter to initiate. The Master's duties, it seems to me, are to (as Sharash suggested) promote networking, coordinate the schedules, and organize - and DO - most of the scut work. I have met autocratic Camp Masters - and have no use for them. IMHO, the "indefeasible right of every man and woman to the first three degrees" speaks of the ability hidden within every man and woman to achieve the first steps toward enlightenment, an ability that far to few ever make any attempt at. Under the ADA (Unfortunately I don't have the cites sitting in front of me now) religious organizations are not allowed to discriminate *within their membership* based on a disability. The Act was drafted with mainstream religions in mind that don't actualy have initiations, however I do believe that a formal condition against membership (or any policy that had the effect of such) on those covered by the Act would at least be arguably a violation. By "arguably" I mean some judge somewhere would sort it out. More importantly I believe it would be a huge mistake for the OTO to bar entry (or place barriers to entry) on a group of people simply becouse of their disability. IMHO it would go counter to everything the 93 current is about, discrimination is bondage. As for free association, I agree that people have the right to associate with whom they choose. Actualy a friend of mine here just decided to take his Minerval in a couple of weeks so there will soon be TWICE the number of Thelemites this state had before. The chapter I got my Minerval and Io at (Hadit, in Philadelphia) was run by two people who definately did the work. The question I have for myself is - do I want to make the commitment I saw them make and that this work desearves?
