AKAIK, RSA is simply the algorithm used for the encryption/decryption using 'public & private' keys... RSAREF is a set of functions that were developped so that developpers could use RSA in their programs. AFAIK, it is NECESSARY to license RSAREF if you want to use RSA algorithms in your program (in the US). Outside the US, you can use RSA algo's any way you want (possibly faster)...they both use RSA (obviously), but if you're outside the US, you get to make up your own code to use it...
